Summary of 2013 Feinstein Assault Weapons Legislation

Bans the sale, transfer, importation, or manufacturing of:

 120 specifically-named firearms

 Certain other semiautomatic rifles, handguns, shotguns that can accept a
detachable magazine and have one military characteristic

 Semiautomatic rifles and handguns with a fixed magazine that can accept
more than 10 rounds

Strengthens the 1994 Assault Weapons Ban and various state bans by:

 Moving from a 2-characteristic test to a 1-characteristic test

 Eliminating the easy-to-remove bayonet mounts and flash suppressors from
the characteristics test

 Banning firearms with “thumbhole stocks” and “bullet buttons” to address
attempts to “work around” prior bans

Bans large-capacity ammunition feeding devices capable of accepting more than
10 rounds.

Protects legitimate hunters and the rights of existing gun owners by:

 Grandfathering weapons legally possessed on the date of enactment

 Exempting over 900 specifically-named weapons used for hunting or
sporting purposes and

 Exempting antique, manually-operated, and permanently disabled weapons

Requires that grandfathered weapons be registered under the National Firearms

Act, to include:

o Background check of owner and any transferee;

o Type and serial number of the firearm;

o Positive identification, including photograph and fingerprint;

o Certification from local law enforcement of identity and that
possession would not violate State or local law; and

o Dedicated funding for ATF to implement registration

Now this part is a big deal! Will you have to pay the $200 NFA Transfer tax when you register them?

I forgot how it went down when they made the 12ga Street sweeper an NFA weapon, a destructive device.

Anyone actually see the list of guns by name? I can't find it anywhere. Probably doesn't even exist yet. They're still googling evil guns.

Yeah. Millions and millions of firearms flooding JUST the ATF? I don't think so. Local municipalities will be inundated along with the ATF. The costs will be staggering on both state and federal levels, and it will be a logistical nightmare.

But hey, not like we have a debt problem already or anything.

I found this on ar15 regarding the re-classification of the streetsweeper.


"Streetsweepers are registered as "destructive devices":
The USAS-12, Striker 12, and Streetsweeper shotguns were classified as destructive devices pursuant to section 5845(f) because they are shotguns with a bore of more than one-half inch in diameter which are not generally recognized as particularly suitable for sporting purposes. - 2 - Pursuant to 26 U.S.C. 7805(b), ATF. Ruls. 94-1 and 94-2 were issued prospectively with respect to the making, transfer, and special (occupational) taxes imposed by the NFA. Thus, although the classification of the three shotguns as NFA weapons was retroactive, the prospective application of the tax provisions allowed registration without payment of tax. ATF has contacted all purchasers of record of the shotguns to advise them of the classification of the weapons as destructive devices and that the weapons must be registered. ATF has registered approximately 8,200 of these weapons to date. Held, the registration period for the USAS-12, Striker-12, and Streetsweeper shotguns will close on May 1, 2001. No further registrations will be accepted after that date. Persons in possession of unregistered NFA firearms are subject to all applicable penalties under 26 U.S.C. Chapter 53.
You can, and have always been able to, transfer a registered Street Sweeper, just like any other NFA item. ($200 sin tax)"

These are banned by name in CT, so you can't transfer them in.
