Comrades in Kalifornia

So it turns out that California already has a law that prohibits felons and the mentally ill from owning firearms, like the Federal law, and gives the state the right to confiscate. Frankly, it makes a lot of sense. And with all those right-minded citizens out there, plus all those very important celebrities opposing guns, it's expected.
But here's the rub. Their list has a backlog of 40,000 handguns and modern rifles that are in the hands of 20,000 felons and crazies. What?!? The state of Dianne Feinstein working feverishly to grab the rest of our guns can't seize the ones already illegal? Apparently, Cali can't pay for the enforcement because they're broke.
I wonder if this could POSSIBLY happen elsewhere. I mean, Connecticut for example has unlimited resources, as do most states. Right?
