Has anyone heard of these two bill's, or are they BS? Hope it's BS! "SB-2099" and "HR-45"

SB-2009 is bs but HR-45 is not.

Thank You Mr. Hayes, I will have to look it up and study it a little. Whats the chances of it being passed? As the old song go's " Whys every body always pickin on me" Well, I guess it's our fault it's snowing also.
