Nope.....You have to have a valid CT pistol permit to join.....

Hey, I have to build a tactical-operator 20'' HBAR clone from genuine operator-tier-mixmaster parts first so I can tactically operate.

(Then I might get one. The prices on these really don't seem that bad.)
