I'm a little late to the party on this but from what a close friend has told me what he's seen with the e-cigs in a hospital environment... Most smokers keep their pack/day habit when transitioning to the e-cigs and puff on them what they feel is an equivalent amount of time that they would normally...

Tech hasn't required code since it was introduced a long time ago and no license class requires CW proficiency anymore. Extra class and a VE. Need to renew both later this year and want to get back into it in the fall/winter. I did a lot of 10 and 20 meter when I was in high school when I was thinking about perusing an EE career.
