It's like buying a gun on GunBroker from an individual in a different state and having it shipped directly to your door. That it's in NY is irrelevant.
Only thing I could think of is to base access on a restricted sub-section to join date, rather than post count. i.e., must have been a member for 2/3/XX amount of months before you gain access. Maybe even a combination, XX amount of months and XX number of posts.
Sounds pretty "progressive," that mindset. A "yeah, sure...that's ok" today will be a "wait, what? No, don't!" tomorrow...and it'll be too late.
